Exclusion or price surcharge for non-EU tenderers in procedures for the award of European public contracts

The European Union has noticed that European companies don’t always have unimpeded access to public contracts in third countries, while companies from those countries do have the ability to tender for European public contracts. It intends to level the playing field and, therefore, plans to create the so-called ‘International Procurement Instrument’ (hereafter: ‘IPI’).
