Crocus agreement cuts knots for tackling nitrogen problem and funding of “construction shift”

The Flemish Government reached an agreement on 22 February 2022 on two contentious issues which had been on the agenda for a long time: the “construction shift” and the nitrogen issue. Minister-President Jambon presented the agreement Wednesday afternoon during the plenary session of the Flemish Parliament. Additionally, the “Construction Shift Outline Memorandum” and the “PAS Outline Memorandum” have just been published on the website of the Flemish Government.

In this newsletter we discuss the principles of the agreement as set out in the outline memoranda. The memoranda have yet to be fleshed out from a legal viewpoint and the explanation below is limited to the key principles.
